Fiscal Year 2026 Community Project Funding (CPF) Projects

City of Charlotte – Faith and Housing Initiative

The Mayor’s Faith-Based Development Initiative is mobilizing collective efforts to tackle affordable housing challenges in Charlotte. Through strategic partnerships with diverse faith communities, the city is fostering the development of multiple strategies aimed at expanding affordable housing options. Federal funding will be used to cover project management and pre-development costs for up to 10 affordable housing communities sponsored by faith organizations.

This request is for $1,500,000.

 

Charlotte-Mecklenburg School System – Charlotte-Mecklenburg Educator Community

4421 Stuart Andrew Blvd Charlotte, NC 28217

CMS will build the first of what they anticipate will be multiple Educator Affordable Housing Developments (Educator Community) by June 2027. The rental housing complex will have units affordable to households at 60%-100% AMI. One-, two- and three-bedroom units will be provided to serve individual teachers who work in CMS. Amenities and design will be tailored specifically to meet the needs of educators. 

This request is for $1,500,000.

 

City of Charlotte – Wheatly Seniors Apartments

Wheatley Senior Apartments will be a for-rent residential community, age-restricted to those fifty-five and older, and constructed on a 3.28-acre site in Charlotte, NC. It is located in the Grier Heights Neighborhood, a historically African American community currently experiencing gentrification pressure. The property will offer 80 units of affordable housing in one congregate-style, split-level building. This age-restricted community will be just one of the affordable components in the master development plan for the full 14-acre site.

This request is for $3,000,000.

 

City of Charlotte – Three Sisters Market Food Cooperative

Three Sisters Market (TSM) is a community-driven and community-owned grocery cooperative addressing food insecurity in the city's West Boulevard Corridor. TSM aims to provide fresh, affordable, and locally sourced food. The grocery store will operate seven days a week, accept SNAP/WIC benefits, and offer on-site nutrition and cooking workshops. With a 15,000-square-foot store under development at Clanton Road and West Boulevard, TSM is on track for a 2026 opening. 

This request is for $750,000.

 

Johnson C. Smith University (JCSU)– Workforce Skills Enhancement through Equipment Project

100 Beatties Ford Rd. Charlotte NC 28216

This project will strengthen JCSU’s STEM programs and expand access to high-demand careers, advancing the economic vitality of North Carolina. The project aims to achieve this by equipping labs in the New Science Center and Sustainability Village with cutting-edge technology, upfitting JCSU’s greenhouse to strengthen its sustainable urban agriculture program, and enhancing JCSU’s new AI course by expanding access to real-world AI applications across disciplines.

This request is for $1,396,000.

 

University of North Carolina (UNC) at Charlotte –Technology Improvements for Airfield Pavement and Operations. Charlotte Douglas International Airport (CLT)

9201 University City Blvd, Charlotte, NC 28223

CLT is in the midst of airfield pavement construction of the fourth parallel runway and has expressed a desire to instrument this runway to support operations at CLT, as well as airfield pavement and operational research that will benefit all airports in the National Airspace System (NAS). UNC Charlotte will gather data through this project that will improve safety and efficiency for CLT.

This request is for $2,500,000.

 

Mecklenburg County – Local Foods Production and Distribution Center Phase 2

600 East 4th Street, Charlotte, NC 28202

Mecklenburg County, in partnership with Carolina Farm Trust (CFT), will advance Phase 2 of the Local Foods Production & Distribution Center (LFPDC). The facility will serve as a year-round hub for food aggregation, cold storage, processing, distribution, and workforce development. Phase 2 will focus on building out and opening a community-facing retail grocery space—a first-of-its-kind market offering healthy, locally sourced products directly to residents in one of Charlotte’s most underserved food access zones.

This request is for $4,000,000.

 

NC Department of Transportation – Charlotte Gateway Station

This funding will support the construction of a passenger rail station at the Charlotte Gateway Station site in Uptown Charlotte. NC DOT and the City of Charlotte have completed railroad infrastructure at the site, including boarding platforms in anticipation of a new station in Uptown Charlotte. This funding will expedite the completion of station infrastructure to allow passenger boarding in this area of the city.

This request is for $10,000,000.

 

My Brother’s Keeper – Youth Impact Office 

5430 Freestone Drive, Charlotte, NC 28216

The funding will be used for the purpose of enhancing opportunities for youth in Charlotte through the establishment of robust internships, apprenticeships, and student-to-business experiences targeting students in grades 8, 9, and 11. The project aims to achieve this by creating the Youth Impact Office and organizing the Youth Impact Mixer Series.

This request is for $200,000.

 

Center for Employment Opportunities (CEO) – Job Training and Career Pathways for North Carolina’s Returning Citizens

5500 Executive Center Drive, Suite 126, Charlotte, NC 28212

The funding will be used for the purpose of providing unique workforce reentry services and advanced training opportunities to support justice-impacted individuals in the Charlotte and greater Mecklenburg County area. The project aims to achieve this by supporting and strengthening the Center for Employment Opportunities’ (CEO) Charlotte office’s vocational services programming.

This request is for $250,000.

 

Center for Community Transitions (CCT) – Second Chance Employment and In-Custody Behavioral Health Support Project

5825 Old Concord Road, Charlotte, NC 28213

This project will increase the economic mobility for justice-involved individuals and reduce recidivism in Mecklenburg County. The project aims to achieve this by supporting two critical reentry initiatives, the LifeWorks! Supportive Employment Program and the Behavioral Health Program at the Center for Women.

This request is for $700,000.

 

Charlotte-Mecklenburg Hospital Authority - The Pearl Underpass and Widening Project

1000 Blythe Blvd Charlotte, NC 28203

This project will complete infrastructure and roadway connectivity to The Pearl and the Charlotte Innovation District (CID) via improvements to the I-277 McDowell Street Underpass (“The Underpass”), creating a safe and welcoming multimodal gateway between Uptown Charlotte, the CID and Cherry neighborhood.

This request is for $2,990,000.

 

City of Charlotte – United Way of Greater Charlotte, United Neighborhoods

600 E Trade Street, Charlotte, NC 28209

This funding request will support the next phase of United Neighborhoods, focused on launching targeted, neighborhood-based mobility strategies within the City of Charlotte’s Corridors of Opportunity. Core activities will include:

  • Establishing job readiness cohorts for at least 300 youth and adult residents, incorporating digital literacy, career coaching, and wraparound supports.
  • Providing direct financial assistance to promote housing stability.
  • Training and sub-granting to 15 trusted community-based organizations to enhance their capacity and align service delivery with workforce and housing goals.

This request is for $1,000,000.
