Charlotte-Mecklenburg School System 4421 Stuart Andrew Blvd Charlotte, NC. 28217
We will build the first of what we anticipate will be, multiple Educator Affordable Housing Developments (Teacher Village) by June 2027. The housing complex will have units affordable to households at 60%-100% AMI. One-, two- and three-bedroom units will be provided to serve individual teachers who work in CMS. Amenities and design will be tailored specifically to meet the needs of educators. This development has an approximate total cost of $30 million - $40 million. While the primary funding source would be community financing from private equity investor(s), we anticipate a need for gap funding estimated to be between 2.5-4 million. We plan to utilize surplus CMS land, which we would lease to Mecklenburg County, for a nominal amount. Due to woefully low salaries for teachers and the sharp inclines in housing costs in the Charlotte-Metro region, it is cost prohibitive to live and work in Charlotte, without seeking external sources of income. This proposal addresses the issue at its core, the recruitment and retention of high-quality teacher is the strongest predictor of student achievement.

SafePath Network: Bridging the Gap for Survivors of Human Trafficking
"The SafePath Network project is a pioneering initiative aimed at combatting human trafficking in Charlotte, NC, focusing on empowering survivors through advanced technology. It addresses the disproportionate impact of trafficking on communities of color, exacerbated by systemic barriers to accessing support services. By implementing the Trafficking Prevention and Response Network (TPRN) platform, SafePath Network offers a unified, secure solution for survivors to connect with necessary resources.
By prioritizing communities of color, the SafePath Network aims to bridge the gap in victimization rates and access to support, fostering a safer, more equitable Charlotte. This initiative represents a step forward in using technology and community collaboration to fight trafficking, offering a model of how targeted interventions can uplift the most vulnerable, promoting healing, and empowerment."

The City of Concord is seeking federal assistance to equip a new Emergency Operations Center (EOC) with advanced technology and equipment to support regional coordination for large-scale events, disasters, and public health emergencies. Federal funds will be used to purchase advanced technology and equipment for the EOC, supporting regional emergency managers and public safety personnel. These personnel are tasked with continuous monitoring and manage daily operations and special events, ensuring the overall safety of the citizens of Concord, as well as visitors who come to Concord from all over the country (and world) for large events at the speedway.

The Wilkinson Homes apartment complex, constructed in the 1950s, resides in the Logan neighborhood of Concord, NC, in Cabarrus County. Spanning a 7.26-acre parcel, this complex comprises 17 buildings housing a total of 46 units, including 13 one-bedroom, 21 two-bedroom, 10 three-bedroom, and 2 four-bedroom units. With North Carolina's average HUD household size at 2.1 members, the complex currently serves nearly 100 individuals, highlighting its significance in providing stable housing for low-income individuals. The national average age of public housing units is 30 years, which is HUD's deemed life expectancy for such properties, the Wilkinson Homes complex is overdue for substantial rehabilitation. Although mildly renovated in the 1980s and early 2000s, the age and wear and tear demand significant repairs, necessitating a comprehensive redevelopment. The project entails a partnership with WeBuild Concord, a local nonprofit real estate development agency focused on equitable and permanently affordable housing solutions. Together, they plan to construct 12 homeownership units on-site, further enhancing housing options for Concord's residents. This redevelopment initiative aims to address the pressing need for affordable and sustainable housing while revitalizing the community for the benefit of its residents.

Centralina Council of Governments Cabarrus County
Cabarrus Housing Preservation Initiative:
Centralina proposes to partner with local governments and nonprofits in Cabarrus County to address affordable housing preservation for low- and moderate-income (LMI) elderly, veteran and disabled homeowners who face challenges with critical home repairs, weatherization, ADA compliance needs, HVAC upgrades, failing septic systems and other issues. These homeowners have limited resources to improve their home’s condition in order to age-in-place within their communities; participation in federal or state funded critical repair programs is often low due to lack of information and lack of trust. Centralina will address this challenge through the implementation of home urgent repair projects for up to 15 low- and moderate-income elderly, veteran or disabled homeowners in Concord, Kannapolis or unincorporated areas of the county.

Sidewalk Connectivity and Accessibility Improvements:
Construction of approximately 5,500 linear feet of 5-foot concrete sidewalk, curb and gutter, and associated storm drainage and utility relocation along the east side of Midlake Road in Kannapolis, from Brantley Road to Centergrove Road.

The Local Foods Production & Distribution Center:
Phase 2 "The mission of Carolina Farm Trust is to strengthen our local food systems in the Carolinas, from production to consumption.
In Phase 2, for which we are seeking $4m in funding from the CPF, CFT will provide:
-An affordable retail grocery store offering fresh food
-A commercial kitchen equipped to meet community need
-A teaching kitchen to promote culinary career paths
-Over 100 new job opportunities, with a focus on individuals encountering employment barriers
-An event space to facilitate training and education in butchery, cooking, operations, sourcing, purchasing, and customer service
-A meat processing facility to assist the regional farming community"

Faith and Housing Initiative:
"The Mayor’s Faith-Based Development Initiative is mobilizing collective efforts to tackle affordable housing challenges in Charlotte. Through strategic partnerships with diverse faith communities, the city is fostering the development of multiple strategies aimed at expanding affordable housing options.
Federal funding will be used to cover project management and pre-development costs for up to 10 affordable housing communities sponsored by faith organizations. To kickstart the initiative, professional third-party services will commence with a comprehensive needs assessment. This assessment will evaluate the feasibility of developing affordable housing on land owned by faith communities, considering factors such as zoning regulations, infrastructure requirements, financing options, and community support.

This project aims to establish robust internships, apprenticeships, and student-to-business experiences for grades 8, 9, and 11 students in Charlotte. It includes creating the Youth Impact Office, organizing citywide mixer events, diverse industry showcases, interactive workshops, speed mentoring sessions, and community partnerships. The objective is to increase economic mobility, social capital, and career opportunities for youth, aligning with the goals of enrollment, enlistment, and employment. The initiative seeks to transcend traditional career fairs by fostering collaboration, mentorship, and a shared commitment to youth success, ultimately empowering them to envision and achieve their future aspirations.
