Public Safety Tower – Kannapolis, NC

The Public Safety Communications Tower for the City of Kannapolis, NC will drastically improve coverage for Law Enforcement and Public Safety communications in and around Kannapolis. Currently, law enforcement and first-responder personnel in Northwest Cabarrus County have limited to no radio coverage with 911 communicators when responding to emergency calls for service. The lack of reliable communications creates delays and confusion for police and first-responders in the area. The new 199 feet tall, self-supporting communication tower and microwave dish will improve resident responses and the safety of first responders in and around the area.

The new communications tower will provide multiple options for interoperable communications between multiple city and county communication centers to improve allocation of first responders to emergency calls for public safety services, like police, and to enhance radio communications and officer safety. Inter-agency communications enabled by this project will strengthen mutual aid for law enforcement and emergency services, advance continued community policing efforts, and improve public safety.

Amount Requested: $1,400,000

City of Charlotte and Atrium Health - Hospital-Based Violence Intervention Program

The hospital-based violence intervention program is a partnership between the City of Charlotte and Atrium Health. The program pairs individuals who enter Atrium’s level 1 trauma center as a result of violent crime with support and case management. The primary goal of the program is to pair victims of violence with wrap around services to reduce or eliminate future likelihood of becoming a victim or perpetrator of violence.

Amount Requested: $2,000,000

City of Charlotte - Community Assistance: Respond, Engage, and Support (CARES) Team

The City of Charlotte recently created a violence and crime prevention team comprised of civilian responders. This initiative, known as the Community Assistance: Respond, Engage, and Support (CARES) Team, seeks to  respond to low-risk calls for service that do not require a law enforcement presence, such as homelessness, mental health crises, and non-violent disputes, and to provide support and referrals to the affected individuals and families.

Since its launch, the CARES Team has demonstrated promising results in terms of fostering trust and positive interactions between residents and public safety personnel, and in connecting people in need to appropriate services and resources. The team is currently operating in the Central division, which covers the Uptown area, and is available Monday to Friday from 7am to 3pm. The success of the CARES Team has inspired other cities to consider similar initiatives, as a way to address the root causes of social issues and reduce the overreliance on law enforcement in non-violent situations.

NourishMeck - A Hunger Hub for Hope

Funds for this project will be utilized for construction and rehabilitation of a new facility - the Hunger Hub - which will provide significantly more capacity for Loaves & Fishes/Friendship Trays, Inc. to fulfill their mission of distributing fresh food and meals to those in need.  Plans for the new facility include almost 10x more cold storage and an inhouse commercial kitchen that will allow the meals for the Friendship Trays program to be prepared onsite.

Lakeview Economic Mobility Hub (Lakeview E-Hub)

West Side Community Land Trust (WSCLT) and The Lakeview Neighborhood Alliance (LNA), in partnership, will utilize federal funds to acquire a vacant school site. The site will be utilized to build a neighborhood-based economic hub (EHub) that is self-sustaining, culturally responsible, and community-owned. The EHub will house retail space for small businesses; a banking/financial institution; a small supermarket providing fresh food access in a food desert;  a co-working space for neighbors, service organizations, students, and business owners; a housing manufacturing vocational center; a youth center with educational/apprenticeship opportunities; a restaurant, event space, fitness center, and a critical thinking, research/innovation lab- establishing a model for economic advancement and equitable community development for other neighborhoods to follow.

The Umbrella Center

The Umbrella Center is a public-private partnership that brings together nonprofits—Safe Alliance, Pat’s Place Child Advocacy Center—along with Mecklenburg County, City of Charlotte, CMPD, DSS, Mecklenburg County District Attorney’s Office, Mecklenburg County Sheriff’s Department, Town Police and others to serve victims of sexual assault domestic violence, child abuse, and elder abuse. The Center is based on a proven national model that have been implemented in 130 cities nationwide and is a Department of Justice best practice. The Center will co-locate organizations and victim resources in one place. Once opened, The Umbrella Center will serve over 10,000 people each year. 

Core to creating The Umbrella Center is to build a facility for the co-location of service providers. To do that, an existing building at 4822 Albemarle Road was acquired. The building was purchased in January 2023 and an environmental survey was completed before purchase.  The current building is 55,000 sq ft.  This space will be renovated and will also add an additional 25,000 sq ft for a total center of approximately 80,000 sq ft. Architectural selection is currently taking place, with an anticipated design schedule of June 2023-May 2024.  RFQ and contractor selection will follow architectural selection with target for June 2023 for presentations. Construction is targeted to begin May 2024 and conclude by August 2025. Community Project Funding dollars would be used for construction activities and in accordance with federal guidelines.

Town of Huntersville – Community Center Conversion

Project funding will be used to retrofit and update the Town of Huntersville's old town hall and turn it into a multipurpose community center to accomplish multiple goals: support the health and education needs of residents at all ages, bring people downtown to support ongoing downtown revitalization efforts and fill a community gap for larger indoor spaces for programs, activities and other uses.

Urban League of Central Carolina Building Rehabilitation

The Urban League of Central Carolinas (ULCC), is a multi-service, non-profit, impact organization founded in 1978, with a long established reputation and overarching goal of promoting social and economic stability among African-American families and other underserved communities, as well as advocating for racial equity throughout the Charlotte region. The building that the ULCC resides and host programs, is a mainstay of African American excellence, as the Architect of the building was none other than Harvey B. Gantt, the first African-American student admitted to Clemson University in 1963, and the first African-American mayor of Charlotte, North Carolina. Unfortunately, the building the Urban League's building has fallen into a state of disrepair.

It has a leaking roof, damaged IT infrastructure from water damage.  A HVAC system that works at 50%.  Bathrooms with broken toilets and countertops that have cracked. Carpet that is molding and tiles with embarrassing brown stains.  The phone system goes out when it rains, because the IT infrastructure linked to the wi-fi has weakened from water from a leaking roof. There have been statements that it’s not energy efficient and it would cost too much to repair.

Funds for this project will be used to rehabilitate the Urban League's building to a useable state.

Harrisburg YMCA Building Project

Funds for this project will be utilized to construct a new YMCA building in the Town of Harrisburg. The Town of Harrisburg is a rapidly growing community. The YMCA and Town are working together to bring a new YMCA to this community. This YMCA will serve all ages and demographics through programs and will be a community hub. The YMCA also ensures that everyone is able to participate through its financial assistance program.

New Main Library for Mecklenburg County, NC

Federal funding will support construction costs of the new Main Library of Mecklenburg County. The new Main Library will not only provide traditional library services, it has a clear economic benefit to Mecklenburg County by providing free access to technology, spaces, programs, services and staff that advance workforce development, digital inclusion, college and career pathways for young adults, and small business and entrepreneur support.  In addition, this project is a catalyst for a 1.5 block redevelopment that includes office, residential, retail, a hotel and parking.

McGill Avenue Reuse Project

Project funds will be used for demolition of dilapidated structures and site preparation for the rest of the McGill Avenue Reuse Project, which includes multiple efforts. The specific demolition site will ultimately be used for a food hub/business incubator space constructed from shipping containers. Concord envisions a business incubator that would provide an upfitted shipping container as storefront space at a reduced rent to spur economic activity in an officially designated low-income community and USDA-recognized food desert, Gibson Village.

Amount Requested: $656,000

Town of Davidson Affordable Housing Land Acquisition

These funds will be utilized for land acquisition to further the Town of Davidson's affordable housing program. The purchase of several properties will allow for 30 plus deed restricted affordable units. The purchase of land in West Davidson will combat gentrification in an historically African American neighborhood within Davidson.

Town of Huntersville - ADA Sidewalk Ramp Replacement

Funds will be used for the Town of Huntersville to replace sidewalk ramps that are not in compliance with ADA standards. Over 33% of sidewalk ramps at intersections in Huntersville require some level of repair or replacement to be compliant.

Cabarrus Cooperative Christian Ministry – The Bold New Initiative

The Bold New Initiative aims to scale Cabarrus County's transitional housing capacity by 400%, effectively meeting half of the community's unmet need. Federal funds for the Bold New Initiative would be used for capital acquisitions, building, and rehabilitation costs of the Brown Mill property to create The Rebuilder's Campus (RC). The project entails the purchase and rehabilitation/repurposing of space within Brown Mill to facilitate education and support services for families, as well as the development of two 24-unit apartment complexes adjacent to the mill for residents to live in while they progress through the program. Funding would be applied solely toward RC's project's capital expenses.

West Side Community Land Trust - Land Acquisition

West Side CLT is a community-driven organization founded by residents of the west corridor in order to counteract the negative effects of gentrification and displacement. Their main goal is to preserve land and space for the benefit of the community, now and for future generations.

The innovative West Side CLT model employs investments to create affordability that will last in perpetuity. They acquire land and develop housing, selling or renting homes affordably while still maintaining ownership of the land. Their developments, whether rentals, homeownership, commercial, and more, are placed on a 99-year, inheritable/renewable ground lease. This unique approach ensures long-term affordability while supporting the stewardship of the properties.

This project will go towards further land acquisition for West Side CLT.
