Washington, D.C.—Today, Congresswoman Alma S. Adams (D-NC) and Congressman Bradley Byrne (R-AL), co-chairs of the Bipartisan Historically Black Colleges and Universities (HBCU) Caucus, announced the launch of the HBCU Partnership Challenge and engagement survey. The Challenge and survey are an effort to promote greater engagement and support from private companies with HBCUs. Intel is the first corporation to take the challenge.

Washington, D.C.—Congresswoman Alma Adams (NC-12), co-chair of the Bipartisan HBCU Caucus, introduced legislation to overturn an outdated, biased policy and provide 1890s Land-Grant Universities with the same financial flexibility currently enjoyed by their peers established in 1862. The Carryover Equity Act (H.R. 4984) would fix a provision that prohibits 1890s Land-Grant Universities – all of which are Historically Black Universities – from carrying over more than 20 percent of their equity from one fiscal year to the next.

"This avoidable crisis is a self-inflicted wound by Republicans," said Congresswoman Adams. "Since the last shutdown, there have been no hearings, no debates, and no opportunity to address the challenges facing our nation. Now, Republican's inability to govern will have grave consequences for our country."

For most states, as their English Learner (ELs) population grows, it has become abundantly clear that they need more educators able to teach English as a Second Language (ESL) or at a minimum, have the skills necessary to support the nearly 4.6 million English Learners in our classrooms.
